Construction Document Submittals
One copy of the completed set of construction documents are required for plan review. Construction documents must be submitted along with completed permit application form and information sheet. An additional set of plans will be required for buildings with fire-sprinklers. And additional set of plans will be required for projects, which require a health, permit.
Note: Drawings containing a label such as "not for construction" or "for pricing only" will not be accepted for permit application.
Professional License
Drawings and documents shall be sealed, signed, dated and designed by a State of Texas Registered Architect. Registered Engineer, Registered Interior Designer, where applicable as required by the State of Texas Engineering and Architect Practice Act.
Required Drawings

Commercial Permits
The amount of time varies based on the complexity of the work, but generally you can expect the following time frames:

- Commercial building permits for new construction and remodeling could take up to 14 working days depending on the complexity

- All bathrooms and kitchen counter must have GFI plugs
- Smoke detectors are required in all bedrooms and all halls leading to bedrooms
- All driveways shall be of asphalt or concrete
- Comply with all other City codes. The C.O. will be issued upon completion of the final inspections; a green tag stating the property is okay for C.O. is required to be furnished to City Hall

The Plan Review Fee shall be 65% of the building Permit Fees as shown. The plan review fees specified in this Subsection are separate and in addition to the required building permit fees. Plan review fees will be waived for one and two family dwellings.

To obtain a building permit the following will be required:
- Site plan (plot plan) - including but not limited to the proposed improvement(s) noting building:

In a single-family residential district, an accessory building is a subordinate building exceeding one hundred twenty (120) square feet of floor area, attached to or detached from the main building, without separate bath or kitchen facilities, not used for commercial purposes and not rented. Accessory structures/buildings include but are not limited to:
- Arbors
- Cabanas
- Gazebos
- Outdoor kitchens and/or recreational fire enclosures
- Patio covers
- Structures/sheds, or the like
- Trellis
In other districts, an accessory building is a subordinate building, the use of which is incidental to and used only in conjunction with the main building.

However we do recommend you confirm with your Homeowners/Property Owners association for any other requirements and/or limitations prior to holding your sale.

Yes, garage sale signs are considered ’stake signs’ and are regulated under City of Melissa Code of Ordinance § Article 3.1010 (Permissible Signs That Do Not Require the Issuance of a Sign Permit). Specifically subsection (g)(4) which is excerpted.
Subsection (g) (4) Garage Sale Sign Excerpt
- Definition - A garage sale sign is a temporary stake sign that advertises a garage sale, yard sale or estate sale at an occupied residential property.
- Time - A garage sale sign shall not be erected earlier than noon on the day before the sale and must be removed by 6 pm on the day following the sale, not to exceed a maximum of three consecutive days.
- Place -
- Garage sale signs shall be located only on private property. A garage sale sign shall not be erected closer than ten feet from the edge of the street pavement.
- Garage sale signs shall not be placed on an off-location vehicle, fence, pole, tree, median, or railing. Garage sale signs shall not be balloons, wind devices of other type of sign, except stake sign, unless meeting the definition and requirements for that type of sign.
- Manner - Garage sale signs shall not exceed six square feet in area. The maximum height of a garage sale sign shall not exceed four feet.

There are numerous ways for an identity thief to obtain your information. Most victims believe they have been jeopardized online. Although a thief can obtain your information online, information can be stolen much easier through low-tech means such as telephone scams or even un-shredded personal documents you throw away.

In the event that your identity has been jeopardized, follow the steps below:
- Fill out the affidavit (PDF) provided by the Federal Trade Commission (FTC).
- Compile documentation relating to your compromised identity (i.e. bank statements, letter from the Internal Revenue Service, credit bureau reports).
- Bring in the affidavit and documentation to the Melissa Police Department or call at 972-838-2033. A report number will be generated and provided to you.
- The case will be investigated or forwarded onto the proper authority.

Police - Solicitor / Peddlers Permits
§ 4.603 - Permit Required. It shall be unlawful:
- (a) for any person, partnership, firm, or corporation to peddle, sell, solicit, exhibit, or take orders for or offer to take order for any goods, wares, merchandise, meat, fish, or subscriptions to magazines, publications, newspapers, photographs, or services; or
- (b) for any person, directly or through an agent or employee to distribute or cause to be distributed, deposited, placed, thrown, cast, scattered, handed out or circulated any handbill; in or upon any premises within the corporate limits of the city without a valid written permit to do so from the City of Melissa.
- § 4.603.1 It shall be unlawful for the person registering or applying, or the agents or employees thereof, to peddle, solicit or distribute handbills for a purpose other than that set out in the registration statement or application upon which the certificate of registration or permit was issued.
- § 4.603.2 It shall be unlawful for any person who shall peddle, solicit or distribute handbills in the city to represent that the issuance of a certificate of registration or permit by the city constitutes an endorsement or approval of the solicitation or distribution by the city or its officers or employees.
- § 4.603.3 It shall be unlawful for any person to distribute or cause to be distributed, deposited, placed, thrown, cast, scattered, handed out or circulated any handbill in or upon any premises which are temporarily or continuously uninhabited or vacant.
- § 4.603.4 It shall be unlawful for any person to solicit for a charitable purpose or to solicit funds for charitable purposes in the City without first obtaining a valid written permit to do so from the City; provided, however, the solicitation of funds for charitable purposes by any organization or association from its members, or the solicitation of funds for charitable purposes by persons when such solicitation occurs on premises owned or controlled by the person soliciting funds, or with the permission of the person who owns or controls the premises, when previously invited to the premises for solicitation is exempt from this Section.
- § 4.603.5 Except as permitted by state law, it shall be unlawful for any person to peddle, sell, offer or exhibit for sale any merchandise or service, whether for profit, for a charitable purpose or otherwise to any person in a motor vehicle, truck, motorcycle or other vehicle (collectively hereinafter "vehicle") while the vehicle is located within a public right-of-way.
- § 4.603.6 Except as permitted by state law, it shall be unlawful for any person to solicit funds, donations, contributions, employment, business or a ride, whether for profit, for a charitable purpose or otherwise, upon any public street, street right-of-way, median, traffic island, parkway or other public right-of-way, excluding sidewalks designed for pedestrian use, within the City.
- § 4.603.7 The City acknowledges that the state legislature has adopted § 552.0071, Transportation Code.
- § 4.603.8 It shall be unlawful for any person to peddle, sell, offer or exhibit for sale any merchandise or service, whether for profit, for a charitable purpose or otherwise on a public sidewalk or road without previous permission granted by the City Administrator, or his designee.

NTMWD Annual Chlorine Maintenance
North Texas Municipal Water District (NTMWD) first disinfects water using ozone and chlorine as part of the treatment process to eliminate bacteria and viruses. Then, for most of the year, NTMWD also adds chloramine (chlorine plus ammonia) as a secondary disinfectant to keep drinking water clean as it travels from the treatment plants through miles of pipes to homes and businesses. Each spring for one month, NTMWD temporarily suspends the use of ammonia and uses free chlorine as the secondary disinfectant to maintain water quality year-round. This change is a common water system maintenance practice among water providers in states with warmer climates. North Texas Municipal Water District (NTMWD) uses it to maintain the system and ensure high water quality year-round. It’s important to do this before summer because hotter temperatures can increase the potential for bacterial growth in pipes. Yes, chlorine is tested, and many other compounds in water are monitored continuously. North Texas Municipal Water District (NTMWD) conducts a quarter-million tests each year in a state-certified laboratory to monitor, regulate, and report water quality. In some cases, NTMWD is voluntarily increasing the frequency of testing above what is required. During the disinfectant change in 2018, the Texas Commission on Environmental Quality (TCEQ) also collected 117 samples from 31 public water systems that deliver NTMWD water to confirm compliance.

While the levels of chlorine in the water during the temporary disinfectant change are consistent with levels found in the water throughout the year, the temporary suspension of ammonia can make the chlorine more noticeable. Outdoor temperatures and overall water use also influence the reaction of chlorine to other materials in the water supply. This may cause smell and taste to fluctuate year to year. The intensity of the chlorine taste and smell can depend on the distance you are from the water treatment plant. North Texas Municipal Water District (NTMWD) does not increase the amount of chlorine in the water during its four-week change in disinfectant; its taste and smell are more pronounced due to the absence of the ammonia (PDF).

NTMWD Annual Chlorine Maintenance
Not everyone notices a change in the water during this period. The closer you live to the water treatment plant, the more noticeable the chlorine odor or taste may be. However, those who are sensitive to the changes can reduce chlorine taste and the odor by following these tips:
- Installing filters on faucets
- Refrigerating water in an open pitcher - consider adding a slice of citrus/cucumber several hours before using
- Running tap water a few minutes before using
- While not required to meet safety standards, whole-home filtration systems can also help reduce taste and odors
If looking to use a filter of some kind, recommend using a National Science Foundation (NSF/ANSI) approved water filter.

NTMWD Annual Chlorine Maintenance
Local water providers (cities or utility districts) who receive North Texas Municipal Water District (NTMWD) water may help move the chlorine-disinfected water through the system faster by flushing water out of fire hydrants. Frequent flushing helps maintain the system, ensure high water quality, and reduce the chlorine odor and taste. Performing system flushing in the spring also helps save valuable water during the summer months.

The City of Melissa uses a Turbine Meter made by Master Meter. A water meter is a mechanical device that tracks usage flowing through it. Water meters are considered "Smart Meters" when used alongside an Advanced Metering Infrastructure (AMI) system. In and of itself, meters are just mechanical measuring devices.

When water is used by a customer, water flows through the meter creating energy that rotates a pinwheel rotor within the flow stream. Water through a meter is measured proportionally by the speed of water through a meter. Each revolution of the pinwheel causes the dial to move and track the water through the meter. A meter reading stops when the flow stops and picks up where it left off once flow continues for the accumulation of volume.

Utility Billing
Turn off all water sources within and outside of your house and then open the meter box to access the meter (if you are unable to open the meter box lid easily, you can purchase a water meter box key at any hardware store) and then flip open the black meter register cover. When opening the meter box, please make sure to do so slowly and carefully, as the City’s Advanced Metering Infrastructure (AMI) equipment is generally mounted to the bottom of the meter box lid and is connected via a wire to the meter register. Once you have flipped open the meter register cover, look at the red dial on top of the meter. If the dial is spinning and you are sure that all water sources are turned off, then you may have a leak.

The easiest and most cost-efficient way to test the accuracy of a meter is to conduct a bucket test. To conduct a bucket test, first, turn off all water sources within and outside the home. Open the meter box and take a manual read of the meter. If you are unable to open the meter box lid easily, you can purchase a water meter box key at any hardware store. When opening the meter box, please make sure to do so slowly and carefully, as the City’s Advanced Metering Infrastructure (AMI) equipment is generally mounted to the bottom of the meter box lid and is connected via a wire to the meter register.
Next, fill a 5-gallon bucket with water from your home. Return to the meter and verify that the read increased by only 5 gallons. If only 5 gallons are measured, the meter is measuring accurately.

Upon request, the City of Melissa will send your meter to a third-party testing company for testing accuracy. Once the meter is tested by the third-party and generates a report with the findings, the meter is mailed back to the City. If the third-party deems the meter has passed (meter meets or exceeds American Water Works Association (AWWA) specifications) the meter is returned to the customer and reinstalled. The cost of third-party meter testing is $105 ($75 for testing and $30 for shipping costs). Customers are only responsible for testing costs if the meter passes and meets AWWA specifications.

Mechanical meters generally slow down over time causing the pinwheel revolution to move slower than its factory conditions, which results in the meter measuring less water. When this occurs, the meter becomes marginally less accurate and measures less water than is flowing through the meter. The City of Melissa has a meter replacement program to help ensure that water continues to be measured accurately over time. Mechanical meters cannot be manipulated.

AMI does not alter a meter’s measuring capability but simply serves as a data collector that then transmits data to a third party for data management. AMI allows customers to see their usage data during a billing cycle.

Each customer meter is fitted with a Meter Transmission Unit (MTU) within the meter box. The City of Melissa uses Aclara Meter Transmission Units. Each hour, the MTU reads the mechanical meter and sends the read to Data Collection Units (DCU) throughout the City. The City currently has 6 active DCUs. Four times daily, the DCUs send data to Network Control Computers (NCC).
Please note, that a threshold of up to 24 hours should be given due to possible timing. The customer will need to take written notes of the on-site reading and times, then check the online system later to compare the digital data to the physically viewed information. If there is an issue with a particular hourly read, the next batch should send over the new readings and it levels out within that transmission period. Not necessarily. To mitigate the effects of high irrigation months on a customer’s sewer bill, the City of Melissa uses Winter Quarter Averaging for residential customers. Every year, each customer’s December, January, and February water meter readings are averaged together to arrive at a sewer consumption amount to be billed for the next 12 months. Since these wintertime months are generally indicative of basic and essential water usage, customers are not being charged sewer consumption for what is usually higher water usage due to irrigation in the summer months.

Any leak adjustment request that would extend beyond the 30 day period the leak is first noted via the electronic meter reading data, will be reviewed on a case-by-case basis. The following is a pie chart of the 6 components of the rates. The rates are not just the wholesale costs. The Water Fund is a non-profit fund; therefore, the rates only cover costs to cover Fund expenses.

The "take or pay" term used to describe the water supply contract means that the cities pay the fixed costs component of the wholesale water rate based on the highest year of consumption, even if in subsequent years they don’t reach that same level of water use. This ensures the fixed system costs are covered regardless of the amount of water used. The cities and their customers receive an annual rebate for the variable costs, such as chemicals and power not used for treatment and delivery, based on each city’s actual consumption for that year.
Cities don’t pay for "unused" water - they pay an allocation of the regional water infrastructure and system costs based upon the maximum amount of potential capacity each city needs. A tiered rate structure encourages water conservation by rewarding efficient use of water and reducing peak demands. Based on the 2017 to 2018 winter quarter average water use data, the City’s lowest tier (0 to 10,000 gallons per month) provides sufficient water to cover water use for basic and essential needs for 97% of Melissa’s residential water customers. The first and second tiers (up to 15,000 gallons per month) provide sufficient water to cover water use for basic and essential needs for 99.5% of Melissa’s residential water customers. Water usage in excess of basic and essential needs is non-essential and non-efficient discretionary use of water such as irrigation, swimming pool maintenance, car washing, etc. The discretionary use is usually seen in the summer months and drives water facility storage, distribution, and pumping facility sizing to meet peak summer demands.
Therefore, the discretionary high water uses to pay a higher tier to offset the increased costs of sizing facilities to meet peak, discretionary demands.

The Texas Water Development Board estimates average monthly usage for Texas water utilities ranges from 7,380 to 8,514 gallons. The City of Melissa’s average residential consumption is approximately 7,400 gallons per month. Additionally, the City’s rate study showed that on average, nearly 50% of residential customers were billed at the Tier 1 rate for their monthly water consumption charge. This along with the statewide data further suggests that volumes in the higher tiers appear to be a choice.

Concerned about the recent increase in your water usage? There are many possible causes for high water consumption. Here are some tips that may help and first questions to ask:
- Do you have new landscaping, grass, or plants?
- Did you have an extra house guest during this billing cycle?
- Have you increased the frequency or duration in which you water your yard? If you water manually, take care not to over-water.
- If you have a swimming pool, did you fill or drain it during this billing cycle?
- Do you have a water softener? - A faulty timer or stuck solenoid may waste hundreds of gallons of water per day.
If any of these apply to you, these are often common causes for increase water consumption and would likely have a temporary impact on your water bill.

Very likely! Landscape watering typically accounts for the majority of household water use during summer months. Higher water use increases water bills - and increases the demand on our water supply.
Additional Information
- Verify the settings on your irrigation controllers and/or timers. Make sure your system is set to water when and how much you want and that you are not watering more than twice a week as stated in the current water guidelines.
- Be sure your sprinkler system controller has a fresh battery so that it can maintain the watering schedule in the event of a power outage. Without this backup energy supply, the controller goes back to the default settings - often watering every day.
- Conduct a full irrigation system audit - An audit of the irrigation system has been shown to be the most effective tool for maximizing water use efficiency in the landscape. Irrigation audits consist of three main activities: Site inspection, performance testing, and irrigation scheduling.

High Water Use
It may be higher and there are a number of factors to look at when you see an increase in the amount of your bill:
- Evaluate past water bills and consumption - Compare your water utility bill with past bills, from the same month, to see if the consumption is larger than usual. Keep in mind to check the consumption, not the dollar amount of the bill, as water rates have increased from year to year.
- Monitor your usage online in the U2You Customer Portal and/or by checking your water meter - We encourage customers to read their own meter and keep track of the reads at different times to see how much they are using following activities such as irrigating, laundry, or just to see daily use to help give a better idea of how much water households are really using.
- You can share these reads with utility billing and public works staff so we can help gain a better understanding of your usage patterns and reasons for the increase.

- You should review your water usage data in the Customer UtoYou Portal to see if there are any immediate irregularities.
- You may also email the Utility Billing for assistance in looking at the AMI data or if you are not signed up for access to your data.
- Utility Billing can also request the Public Works get a physical re-read of your meter to confirm that the reading is inline with what the AMI reads suggest.
Accuracy Test
After looking over the consumption data, if you are still concerned, you can conduct your own meter accuracy test using a simple industry accepted way to test its accuracy - the 10 gallon bucket test. To complete this test do the following:
- First, make sure all of your water is turned off.
- Next, write down your meter register reading and the number of gallons indicated by the sweep hand. This hand measures from 1 to 10 gallons.
- Now, fill ten gallons of water into a measurable bucket - many will use two 5-gallon buckets to make it easier.
- Finally, return to your meter…your sweep hand should have advanced proportionately to the number of gallons that you measured into the bucket. Note: the sweep hand should have advanced between 9.8 and 10.2 gallons for a ten gallon test…the American Water Works Association (AWWA) accuracy standard is any test between 98% to 102%.
- Note what the new read is on the meter and how many gallons were shown to have been used by the sweep hand. Anything less than ten gallons, the difference is favoring you.
- However in the unlikely event the sweep hand is ½ gallon or more than the ten gallons on the dial, please email Utility Billing or call 972-838-2035 and we will schedule an official test with public works.

If you are not comfortable completing the test above and are still concerned, you can schedule Public Works to come out and look at your meter and the associated equipment at any time. An increasing number of cities (and other public entities) have seen the number of customers paying fees for service by credit/debit card increasing to the point that the levied processing charges are becoming quite excessive too much to just absorb. Community Waste Disposal (CWD) observes six main holidays that may impact your regularly scheduled bulk pickup date. Those holidays are the same that can impact your regular trash/recycle pickups and are:

In the event one of these holidays falls on your trash/recycling pickup day, service will be delayed by one day. - You are limited to four (4) cubic yards of bulky waste per collection.
- ALL BRUSH MUST BE TIED AND BUNDLED. Bundled brush cannot exceed four (4) by two (2) feet nor weigh more than 40 pounds per bundle. There is no limit to the number of bundles you may put out.
- NO LOOSE BRUSH WILL BE ACCEPTED.
Important! CWD does not provide pickup for commercial demolition, construction, nor remodeling debris. Household debris must be containerized to be eligible for pickup. The box or other disposable container must be no larger than 2′ x 2′ x 4′ and weigh no more than 50 pounds.

Everbridge is a key part of the City’s emergency planning and communication efforts. In the event of an emergency or urgent situation, the City can use the system to distribute accurate, verified information across multiple platforms at once. - A permit from the Texas Alcoholic Beverage Commission is required for any person to exercise any right or privilege granted by the Texas Alcoholic Beverage Code in the City of Melissa.
- The City Secretary shall certify whether the location given in the application for a permit is in a wet area and whether the sale of the subject alcoholic beverage for which the permit is sought is allowed by the ordinances of the City of Melissa.

How Do I - Apply For
You must submit a Solicitors Application (PDF), consent to a background check, and pay an annual fee of $50 to obtain a City of Melissa Solicitor’s Permit.
You may download and complete the application ahead of time, but you must submit your application in person to the Melissa Police Department located at 2402 McKinney Street. Regular business hours are Monday through Friday, 8 am to 5 pm.
Once you submit your application, a background check will be completed, and a photo ID and paper permit will be issued to you. This can take up to 7 business days.

The City of Melissa contracts with the Collin Central Appraisal District for property appraisal services and with Collin County Tax Assessor for the assessing and collecting of property taxes.
Property tax exemptions must be filed with the Collin County Central Appraisal District. Exemption applications are available online at the Collin Central Appraisal District (CAD) website and need to be filed by April 30. There is no fee to apply for an exemption through the Central Appraisal District and any questions should be directed to 469-742-9200.

To pay the fine in full, simply enter a plea of guilty or no contest on the reverse side of the citation and sign where requested. If you are mailing your plea and payment, it must be paid by or postmarked by the court date/due date indicated on the front of the citation above your signature.
If you are unable to pay the fine you may request a payment plan. This request is typically made before the Judge and established by the clerk. If you need more than 30 days to pay the balance, the State requires the Court to add an additional $25 to the total amount due. You must make the payments as indicated on the payment agreement, failure to do so will result in the issuance of a warrant for your arrest.

Outdoor Watering Guidelines
As a reminder the City of Melissa is under water conservation guidelines year round. There are specific restrictions which limit outdoor watering that vary seasonally.
- From April 1 through October 31, standard restrictions are in place and outdoor watering is limited to no more than twice per week as needed.
- Beginning November 1 through March 31, seasonal restrictions limit outdoor watering to no more than once per week only as needed.
To that end, current water guidelines are posted on the Water Conservation page along with a number of helpful links on what you can do to conserve at home.
Additionally, the City of Melissa as a customer city of the North Texas Municipal Water District (NTMWD) adopted the current Water Conservation and Water Resource and Emergency Management Plans (PDF) in April 2019.

You must apply to become registered as a contractor with the City of Melissa in order to provide contractor services in the City limits.
Violations
It shall be unlawful for any person, firm, corporation, or business entity in the business of contracting services that require, by State law or local ordinance, a license to perform such services, too, including but not limited to erecting, construct, enlarge, alter, repair, move, improve, remove, convert or demolish any plumbing, electrical, mechanical, irrigation and/or private sewage disposal system in the City of Melissa unless such person, firm, corporation or business entity is the holder of valid registration with the City of Melissa. Such person, firm, corporation, or business entity shall be herein designated, applicant or registrant. Any work discovered that is performed with a required Licensed Contractor will be identified to prevent reuse and shall be removed. Multiple violations by a registered Contractor will result in the suspension of the Contractor Registration, the right to obtain permits to work in the City, and/or may include the issuance of citations and reporting to the State.

Contractor Registration Applications must be completed online through the Camino Portal. Incomplete submittals will delay the review process and/or may result in a denial of the Application.

The City of Melissa and Police Department are proud to introduce the Drive Like Your Kids Live Here safety initiative that is intended to help reduce the number of distracted drivers and speeding through neighborhoods through the placement of signs reminding drivers of the "drive like your kids live here". The Police Department is seeking to partner with our community on this safety initiative and will begin placing a few signs in each neighborhood in the near future. It is our goal to partner with each Melissa neighborhood and/or Homeowners Association in the future by offering bulk pricing to purchase additional signs through the Melissa Police Department at a discounted rate.

Melissa residents can sign up for CodeRED and CodeRED Weather Warning to receive the latest in emergency alerts, notifications for service interruptions, and severe weather updates by phone, email, and/or text. CodeRED Weather Warning will alert citizens in the direct path of severe weather. Notifications will be sent out moments after a severe thunderstorm, tornado warning, or flash flood warning has been issued by the National Weather Service. Only citizens in the immediate impact area will be alerted. Register to get the call! Users must opt-in to receive alerts to their land-line or mobile telephone when signing up for CodeRED.
What CodeRED Is
The City has implemented a tool called CodeRED, an emergency notification system capable of placing up to 60,000 telephone calls per hour. A pre-recorded message will be delivered telling residents and businesses about the situation and what action needs to be taken if any. When a situation arises in Melissa, City staff will turn to the Internet and the CodeRED mapping tools to designate a call area based on addresses.
With the push of a few buttons, a pre-recorded message describing the situation will be delivered to a live person or an answering machine in the affected area, possibly including instructions requiring action on the part of the recipient. Residents and businesses may add their numbers to the calling database by signing up and following the instructions. No one should automatically assume his or her telephone number is included.
Information for the Database
The system works with cellular phones but requires a Melissa street address. People who have recently moved to the City but kept the same listed or unlisted number will need to input their current address into the database. When entering information, please fill out all of the screens. The newest data entered will replace the old data. CodeRED will be used for emergencies or disasters that might call for action like evacuation, sheltering in place, or boiling contaminated water, but may also be used in situations that are non-emergency related. The City Council passed Ordinance 12-19 in 2012 authorizing the use of golf carts on public streets in the City of Melissa and residents that are interested in utilizing golf carts in the City limits must register with the Melissa Police Department.
Registration
To register, contact the Police Department at 972-838-2033 to schedule an appointment for the inspection and registration process. You may bring your golf cart to City Hall or an officer to come out to your residence to complete the registration process. Please note that residents that live in neighborhoods that would require driving on highways and/or roadways which require speeds in excess of 35 miles per hour, must trailer the golf cart to City Hall in order to be in compliance with the law. As with all other motor vehicles under the transportation code, those interested in obtaining a permit must show proof of insurance at the time of registration. Please be sure to familiarize yourself with the requirements/limitations under this ordinance prior to registering.

Citizens may speak at Council meetings on agenda and non-agenda items by completing and submitting a public meeting appearance card (PDF). These forms will also be located on a back table upon entering the Council Chambers. Once you have completed your form, please present your card to the City Secretary prior to the start of the meeting. Groups that want to address the same issue are encouraged to select a spokesperson.
Presentation
Anyone having handouts or audiovisual aids to be presented during Citizen Comments shall make those items available to the City Manager or City Secretary at least one week in advance for review prior to the City Council Meeting. You will be required to present eight copies of any presentations or handouts to the City Manager or City Secretary at least one week prior to the meeting. The Mayor (Presiding officer) will ask for those wishing to address the Council to do so at the appropriate time. Practice the following during your presentation:
- Please approach the speaker’s stand, state your name and address for the record, and discuss the topic of interest.
- Please direct your comments to the Mayor and Council.
- You will be allowed 3 minutes to address your comments.

At times our officers come into contact with people of all ages who are lost. Most of the time, getting them back home is fairly simple. Other times, we encounter people who are disoriented and cannot remember their name, personal information, addresses, names of relatives or other information that would be helpful in returning them home. This disorientation may be caused by Alzheimer’s or a wide variety of medical or mental conditions. Circumstances such as these make it difficult for officers to get the person home quickly, but more importantly, it creates an additional burden on the lost person and on the family or caregivers who may be trying to locate them.
How It Works
As part of the program, we receive and store photographs, emergency contact information, and other personal information for special needs citizens. This information is made readily available to our officers. It is stored and accessed in such a manner that first responders may make faster identifications and ultimately reunite family members much quicker.
Participation
Participation in this program is purely voluntary. The information collected is kept secure and is only used by Melissa Police Department employees to help return loved ones to their homes. The information collected under this program is confidential (Texas Government Code 552.101) and will only be used in compliance with Texas Government Code, Chapter 552. The City of Melissa designated the City Hall Community Room as a meeting space for educational, cultural, and philanthropic activities supporting the Melissa community. Under the guidelines established in policy, community organizations may request the use of the Community Room for meetings.
To reserve the space, all users must create an account in the City’s online reservation system: cityofmelissa.recdesk.com/Community/Home. Once logged in, you may submit your reservation request.
Please note: A reservation is not confirmed until the required payment has been submitted through the online system.

You can search for and purchase Certified copies of your Texas Peace Officer’s Crash Report (CR-3) through this website. Reminder, accident/crash reports are not available until 3 to 10 days after the accident occurred. The cost for an uncertified electronic copy of a Texas Peace Officer’s crash report is $6 and $8 for a certified electronic copy.

Current residential or commercial customers of the City may request an adjustment to any water bill from the City for extra water used due to damage or an identified leak that has been repaired. Requests should be submitted on the Leak Adjustment Application and must include proof of repair. Applications must be received by the City within 30 days of the repair of the leak. All requests must be in writing, and by law, the City has 10 business days to respond to most public records requests. The Annual Water Quality Report is a summary of the quality of the water the City of Melissa provides to its’ customers. The analysis for this report was made by using the data from the most recent U.S. Environmental Protection Agency (EPA) required tests and is presented in the required Consumer Confidence Report (CCR) which must be filed with the Texas Commission on Environmental Quality annually. The CCR for the previous water year is typically published annually in late June and the City includes notification of the reports available in the utility bill sent out during that time as well. The event is scheduled for Saturday, September 13, 2025. starting at 3 PM. Continuous entertainment will take place until 9:30 PM. As the name suggests, the festival will occur on Melissa Road, where it intersects Sherman St. The festival area spans from Red River to Miller Rd.

The block of Melissa Road between Red River and Miller Rd. will be fully blocked off at 7 AM and reopened by 11 PM. Other portions of Melissa Road will start closing at 9 AM to accommodate the event’s setup.

Here’s the fine print. In the interest of everyone’s safety, the following items are prohibited: coolers, large bags, backpacks, food, drinks, contraband, weapons, skateboards, rollerblades, scooters, laser pointers, aerial drones, or frisbees. Also prohibited are glass bottles and containers.
Unauthorized sales, solicitations, and distributions are likewise prohibited.
Persons entering the site may be subject to search for any prohibited items. Festival officials reserve the right to refuse admission or remove any person violating the facility, local, state, or federal laws or whose conduct is deemed illegal, disorderly, or offensive by festival management.
Persons entering the Melissa Road Tribute Fest grant the City of Melissa permission to use the individual's name and likeness for any event-related publicity or advertising purposes.

The Motors Unit is part of our Traffic Enforcement division, created in response to the Melissa Citizens Survey, where 21% of respondents identified traffic enforcement as a top priority. Survey results indicated that 45% felt traffic enforcement needed improvement. The Motors Unit was initiated through the voter-approved Crime Control District in May 2024. With this approval, the city purchased two new motorcycles and data software aimed at improving traffic enforcement and promoting road safety.

- Enhanced Quality of Life: Proper enforcement of commercial vehicle regulations can reduce noise and air pollution in residential areas, which can improve the overall environment and livability for Melissa residents.
- Better Infrastructure Preservation: The CVE ensures that commercial vehicles are following regulations designed to protect roadways from damage caused by excessive weight or improper use, helping maintain the local infrastructure and prevent costly repairs that would impact residents.
By performing these functions, the CVE Unit will help maintain safe roads, reduce traffic-related incidents, and improve the overall efficiency of the transportation system

Yes. The City of Melissa’s drinking water meets or exceeds all standards set by the TCEQ and U.S. Environmental Protection Agency (EPA) under the Safe Drinking Water Act. Our system holds a Superior rating from TCEQ, the highest possible for a public water system.

The City of Melissa purchases treated surface water from the North Texas Municipal Water District (NTMWD). NTMWD’s regional reservoir system includes Lavon Lake, Bois d’Arc Lake, Lake Texoma, Jim Chapman Lake, Lake Tawakoni, and the East Fork Water Reuse Project.
NTMWD owns and operates multiple water treatment plants; Melissa receives treated drinking water from the Wylie and Leonard plants. The City also operates the Country Ridge Water Well, which draws groundwater from the Woodbine Aquifer. To contact NTMWD, call 972-442-5405. -

The EPA sets national drinking-water standards under the Safe Drinking Water Act. The TCEQ enforces those standards in Texas and monitors the City’s compliance. Melissa’s Public Works team conducts regular testing to ensure our system remains within state and federal limits.

All drinking water contains trace elements of naturally occurring substances. Melissa’s 2024 results show all regulated substances were well below limits:
Arsenic: 0 ppb (limit 10 ppb)
Nitrate: 0.67 ppm (limit 10 ppm)
Disinfection By-products (TTHM): 24.8 ppb (limit 80 ppb)All results remain safe within EPA and TCEQ standards.
What do “ppb” and “ppm” mean?
These terms describe how much of a substance is present in water:- Ppb (parts per billion) is like one drop of water in a full swimming pool.
- Ppm (parts per million) is about one drop in a large bathtub.
These are extremely small measurements, and Melissa’s results are well below the levels where health effects could occur.

These are substances that don’t yet have federal limits. Melissa and NTMWD test for them to support scientific research. None of the detected levels in 2024 were found to pose health concerns.
