City Government
The Melissa City Council meets the second and fourth Tuesday each month inside the Council Chambers on the second floor of the Melissa City Hall, located at 3411 Barker Avenue. Citizens are welcome to attend the open meeting which generally begins at 6:00 p.m. Citizen's comments are heard as the first item of the regular agenda.
The City Manager's Office is located on the second floor in the Administration Suite at City Hall. City Hall is open from 8:00 a.m. to 5:00 p.m., Monday - Friday.

We offer a combination of family-fun events, parks, and open spaces right here in Melissa. Also due to our strategic location along three main highways, Melissa also offers our residents easy access to a variety of activities and experiences all within a short driving distance.

Be Prepared for Emergencies and Severe Weather
The City of Melissa is committed to "Being a Force of Nature" and pledges to do so by: knowing our risk, taking action, and being an example for our families and community by sharing the steps we took. Because we live in an area prone to severe and sudden weather changes we need to be reminded that severe weather can strike anywhere and at any time. Emergency Alerts & Notifications
Melissa residents can sign up to receive the latest in emergency alerts, notifications for service interruptions and severe weather updates by phone, email and/or text. When severe weather strikes, seconds can make a difference in how people prepare and respond. To help further protect the safety of our residents, the City has also contracted to utilize the CodeRED Weather Warning system, an optional service users must subscribe to in addition to standard CodeRED. Users must opt-in to receive alerts to their land-line or mobile telephone when signing up for CodeRED. There is also a FREE CodeRED Mobile Alert app available for both iOs and Android - check your mobile app store for more. Note: The CodeRED mobile app is free, however after a 30 day free trial, the Weather Warning upgrade for the app must be purchased. You can purchase this app upgrade for $4.99/year through Google Play or iTunes. Click on the logo button to register today!
Those who have recently moved to the City but kept the same listed or unlisted number will need to input their current address into the database. When entering information, please fill out all of the screens. The newest data entered will replace the old data. Some have shared that addresses in newer phases of subdivisions may not be recognized. Should the system not accept your address you can use City Hall's address (3411 Barker Avenue) and then let us know so we can follow-up accordingly.

Water, Sewer, Trash and RecyclingThe City of Melissa provides water, sewer, residential sanitation and recycling services within the city limits and in some unincorporated areas of Collin County. New service is established by contacting our customer care and utility billing partner FATHOM at (855) 266-4941, Monday through Friday, 8:00 a.m. to 5:00 p.m. For more information visit the Utility Billing website.
- Note some properties within the city limits are provided water by North Collin Water Supply Corporation (NCWSC). NCWSC can be reached at 972-837-2331 or you can visit their website.
- If you are provided water by NCWSC and are in the city limits, please call 972-838-2035 to establish trash and recycling service and, where applicable, sewer service.
The City of Melissa and our Solid Waste Provider Waste Connections offer our residential customers a complimentary monthly bulk pickup once a month to collect bulk items (such as furniture, appliances, etc.) and brush that are not fully containable inside of your cart. Bulk Pickus will occur BY ZONE on THURSDAYS EACH WEEK. For details on the makeup of each Zone, visit our Know YOUR Zone page.
You must pre-schedule your pickup with Waste Connections by calling and/or emailing by 4:00 P.M. the Wednesday prior to your Zone’s regular pickup date. Odor Control Information
Household Hazardous Waste Disposal Program
Current residential utility customers of the City of Melissa now have an option to properly dispose of household hazardous waste! The City has partnered with the City of Frisco to bring you this service for FREE (some items may cost a nominal fee). Residential customers may request a voucher from the City of Melissa’s Utility Billing Department to take to Frisco’s Environmental Collection Center to dispose of common household hazardous wastes.

The City of Melissa as a member of the McKinney Urban Transit District (MUTD) have partnered with the Denton County Transportation Authority (DCTA) to provide Collin County Transit. Residents can enjoy the convenience of regular taxi service at a fraction of the cost to get to popular destinations such as grocery stores, senior centers, libraries, Baylor Medical Center, Medical Center of McKinney and more. Collin County Transit Taxi Voucher Program for the elderly (65+) and individuals with disabilities as well as those that qualify based on low income thresholds.
