Any questions regarding your bill, please contact our Customer Care partner FATHOM  at (855) 266-4941, 8:00 am. to 5:00 p.m. M - F.  

The City of Melissa accepts Cash, Check, Money Order, and Credit Card** (MasterCard, Visa, AMEX and Discover). 

Payments may continue to be made in person at the Melissa City Hall located at 3411 Barker Avenue Melissa, TX 75454, during office hours Monday-Friday, 8:00 a.m.  to 5:00 p.m.

There is also a curbside after hours drop box located on the east side of the City of Melissa City Hall.  Payments placed in the drop box after 4:00 p.m. are processed the next business day after 8:00 a.m. 

  • Note: if payments are placed in the drop box after 4:00 p.m. on the the last day before penalty is applied (1 business day after printed due date), the payment will be considered late and subject to the 10% late fee.  DO NOT PUT CASH IN THE DROP BOX.
Take advantage of Online Bill Pay:

We offer two ways you can take advantage of Online Bill Pay - through the City of Melissa FATHOM Customer Portal or through your own bank using electronic transfer!

  • Online Bill Pay via Customer's BankYou can also schedule payment for your Utility Bill using electronic transfer! If you were ever previously signed up with your bank for electronic bill payments, it is very important that you select the accurate billing address in your bank’s online bill pay.  If you do not select the new address, your payment will be delayed in being received. You will also need to update the payments with your customer and account numbers that will be displayed in the top right corner of your bill.

We offer convenient Automatic Draft (ACH) and Automatic Credit Card payments.  For more information and to register for one of these options, please select the link below or call FATHOM Customer Care at (855) 266-4941, 8:00 am. to 5:00 p.m. M-F.

*Note you must sign-up at least 7 business days before the Bill Due Date in order to pay using ACH on the current bill*

Important Note Re: Credit Card Payments:
As of November 2015, customers are assessed a convenience fee of 2.8% or $1 (whichever is higher) by the credit card processor if choosing to pay your bill by credit/debit card (both one-time and recurring).  This is not a fee charged by the City of Melissa or our Customer Care partner FATHOM, but rather this fee is passed through DIRECTLY from the credit card processor to the customer at the time of the transaction.
