New Residential and Commercial Utility Services
We are happy you have chosen Melissa for your home and/or business and we are looking forward to meeting you and serving you!  

To establish new service for Residential and/or Commercial water, sewer & solid waste service, please contact our Customer Care partner FATHOM at (855) 266-4941, Monday through Friday, 8:00 a.m. to 5:00 p.m.  *Please note that service may not be started (or stopped) more than 7 calendar days in advance.* 

You will be asked to provide the following:
  • Customer information - Your Name, last 4-digits of your Social Security Number OR Date of Birth
  • Additional information may be required depending on prior account history
  • Security Deposit (most residential deposits are $150 but may depend on meter size)

Please note that this process will not be complete until your security deposit has been paid.  NOTE: If you need same or next day service, please call (855) 266-4941 and we will do our best to accommodate the request in shorter notice.

For Construction Hydrant Meters, please complete application and return with required deposit to the City of Melissa (Cash or Check ONLY).

As you set up service, please be aware of the following options for paying your utility bill to the City of Melissa:

  • Auto pay using ACH or Credit/Debit Card* - MUST sign up with FATHOM Customer Care or complete request in the Customer Portal *Note you must sign-up at least 7 business days before the Bill Due Date in order to pay using ACH on the current bill*
  • In office at: Melissa City Hall at 3411 Barker Avenue during regular department business hours (M-F 8:00 a.m. to 5:00 p.m.)
  • Curbside drop box in front of City Hall at 3411 Barker Avenue - available 24 hours, 7 days a week
  • By Phone with Credit/Debit Card* or e-check at: 855-266-4941, M-F 8:00 a.m. to 5:00 p.m.
    • 24 hour IVR available for after hours payments and Bilingual (Español) Support.
  • By mail to: City of Melissa, PO Box 52747, Phoenix, AZ 85072 (Remittance Coupon included in bill)
  • Want to go paperless?  Sign-up for E-BILL in the Customer Portal 
*As of November 2015, customers are assessed a convenience fee of 2.8% or $1 (whichever is higher) by the credit card processor when paying by credit/debit card.  This is not a fee charged by the City of Melissa or our Customer Care partner FATHOM, this fee is passed through DIRECTLY from the credit card processor to you the customer at the time of the transaction.
