The City of Melissa, Texas (“City”) will accept sealed bids from qualified firms to furnish services and materials as identified within the bid package.
Summary of Services: The City is seeking bids from qualified contractors to provide asphalt overlay services in conformance with the attached General Conditions and Technical Specifications.
Bid packages may be obtained from the City of Melissa at 3411 Barker Avenue, Melissa, TX 75454, downloading at www.cityofmelissa.com by contacting Nolan Harvey at 469-907-5500 or . Interested parties should contact Mr. Harvey in writing with any questions about the specifications or the process. The City is not liable for any costs incurred by bidders in responding to the RFQ.

Bids must reach the office of the City Secretary no later than October 4, 2022 at 2:00 p.m. Bids will be opened and read aloud at that time. Bid opening will take place in the City of Melissa City Hall, Community Room, 3411 Barker Avenue in Melissa, Texas.
Bids must be made on the forms supplied by the City and must be plainly marked “Bid for 2022 Street Overlay Program.” If awarded the contract and prior to completion of the contract work, the Bidder must submit a maintenance bond set forth in the Contract Documents upon the forms provided, in the amount of one hundred percent (100%) of the Contract price, from a surety licensed to conduct business in the state where the Project is located and named in the current list of “Surety Companies Acceptable on Federal Bonds” as published in Circular 570 (amended) by the Audit Staff Bureau of Accounts,
U.S. Treasury Department. A Maintenance Bond for a period of (1) one year for one hundred (100%) percent of the final contract price is required.
The City reserves the right to reject any or all bids, to waive any informality or irregularities in the bidding procedures, to accept only part of a bid (in the event of multiple-item bids), and to accept the bid that the City considers to be in its own best interests, without regard to whether or not such bid is the best price received. Bids may be held by the City of a period not to exceed ninety (90) days from the date of the opening. No bid may be withdrawn less than ninety (90) days after the date on which bids are opened. All bids shall be in accordance with the laws of the State of Texas. The City is exempt from all State of Texas and federal taxes.
