The City of Melissa, Texas is accepting sealed bids for construction of the:
EAST WATER FACILITY project.
The project is generally described as: The Base Bid consists of a pumphouse, two (2) 2.0 MG ground water storage tanks, a valve vault, private access roadway, meter vault, and utility appurtenances. for the City of Melissa, Texas as shown in plans prepared by WSB Engineering.
Plans, Specifications, and other Bidding Documents for this project will be made available on CIVCAST for download. Planholders receiving bidding documents will be recorded, and only bids from recorded planholders will be eligible for award.
Bids will be accepted at the office of the City Secretary of the City of Melissa, 3411 Barker Avenue, Melissa, Texas 75454 UNTIL March 24, 2026 at 2:00 PM. Bids shall be identified on the outside of the envelope with the following: Bids for EAST WATER FACILITY, City of Melissa, Texas. Bids received after bid closing will be returned unopened.
All bids received prior to the closing of the bid period will be publicly opened and read aloud at the City of Melissa City Hall, 3411 Barker Avenue, Melissa, Texas 75454 beginning at 2:02 PM on March 24, 2026. Following bid opening, tabulation will be made for consideration of the City of Melissa in awarding a contract.
Contractors participating in bidding are required to attend an in-person Pre-Bid meeting scheduled at 2:00 PM on February 24, 2026 at the City of Melissa City Hall.
MINIMUM CONTRACTOR AND SUBCONTRACTOR QUALIFICATIONS: The Bidder as a company shall have experience as a general contractor in the successful construction of at least two (2) municipal potable water treatment or transmission facilities with a minimum capacity of ten (10) million gallons per day (MGD) within ten (10) years prior to the bid opening date. The treatment plants construction experience must include furnishing and installing all of the following: high service pumps (HSPs), pre-stressed concrete ground water storage tanks, process piping and valves, roadway, HVAC systems, and electrical instrumentation and controls. Wastewater treatment plant construction experience does not meet the minimum contractor qualifications specified herein. The designated process/mechanical, and electrical subcontractors must also meet the above stated requirements for their portions of the work on this project.
In addition, the Bidder or their designated process/piping consultant shall have experience in the successful construction of a “take point” (lateral) connection to a potable water pipeline (main) having a minimum nominal diameter of 72” within ten (10) years prior to the bid opening date. The pipeline construction experience must include the successful shut-down and start-up of the specified potable water pipeline.
The Mayor and the City Council of Melissa, Texas reserve the right, as the interest of the City may require, to reject any and all bids, and to waive any informality in bids received. The City reserves the right to award a bid in the best interest of the project. No officer or employee of the City of Melissa shall have a financial interest, direct or indirect, in any contract with the City of Melissa.
