Melissa Residents Can Influence 2025 Sewer Rates Through Winter Quarter Averaging
MELISSA- Melissa residents will again have the opportunity to impact their monthly sewer (wastewater) charges for the upcoming year by carefully monitoring their water usage during the winter quarter averaging period from November 15, 2024, to February 15, 2025.
Winter quarter averaging is an annual calculation process that determines residential sewer charges by averaging household water usage during the designated three-month period. This average will then be used as the basis for monthly sewer charges throughout 2025.
“Many cities, including Melissa, use winter quarter averaging to ensure that sewer charges reflect the actual amount of water entering the sewer system,” said Chris Thatcher, Melissa’s Customer Relations Director. “Because outdoor water use is typically reduced or eliminated during these months, the water that enters the home is more likely to go through the sewer system, making this an accurate time to assess usage.”
The process is straightforward: water usage is measured in each residence from November 15 to February 15, and the average for those months becomes the basis for monthly sewer rates for the following year.
"While many homes may see little change in their charges year to year, residents who are mindful of their water consumption during this period can lower their sewer bills for the entire year," explained Thatcher. "On the other hand, higher water use during these months — whether from leaks, outdoor irrigation, or inefficient household practices — could result in elevated wastewater charges in 2025."
Residents are encouraged to fix leaks, avoid outdoor irrigation, run only full loads of laundry or dishes, and be mindful of overall water use during this period, as it will have a direct impact on their sewer bills over the next 12 months.
